A strike within 10 miles turns the light red. The defaults follow National Weather Service guidance.
Each new strike inside 10 miles starts the full 30 minutes over, so nobody has to keep count.

Yes. You sign in with Apple or Google, and your pools are saved to it, so they follow you to a new phone.
The lower 48 states, Hawaii, southern Canada, Mexico, the Caribbean, and Central and South America. Not Alaska or most of Saskatchewan. If your pool is outside the area, the app tells you on the pool.
It needs your pool’s location. Type an address, or let it read your location once to drop the pin where you stand. If you turn on My location, it shows the lightning near you wherever you are, and its alerts can reach you even while the app is closed; with Always location, the alerts follow you. None of it is ever sold. The privacy policy has the details.
The standard rule is 30 minutes after the last strike within 10 miles, and every new strike inside that radius starts the 30 minutes over. ClearToSwim runs that countdown for you.
